Blocks are 8×8 pixels, lined up with JPEG’s own blocks, so recompression barely touches them. Color bleed at the edges is repaired on unlock.
Fuzzer shuffles a photo into unreadable blocks. Send it anywhere. Only people with the password can put it back together, even after a messaging app has compressed it and stripped its metadata.

The key comes from the password alone. Strip the EXIF, re-encode it, forward it five times: it still unlocks.
